Fred Tsao (Senior Policy Counsel, Illinois Coalition for Immigrant and Refugee Rights)
Fred Tsao is the Senior Policy Counsel at the Illinois Coalition for Immigrant and Refugee Rights. In this position, he provides technical support, trainings, and presentations on immigration-related topics to service providers, immigrant community organizations, and others who work with immigrants. He also provides updates and analysis of changes in immigration policies and procedures to ICIRR members and allies, and assists with the coalition's legislative advocacy efforts. A self-described “recovering attorney,” Fred practiced law at the Rockford office of Prairie State Legal Services, where he worked after receiving his law degree from the University of Michigan. He has also worked with the American Civil Liberties Union of Illinois, the Chicago Anti-Hunger Federation, and the Missouri Public Interest Research Group. A native of Chicago, Fred is the son of immigrants from China, and has had a lifelong concern with immigration issues.

Michelle Garcia (Latino Community Organizer, Access Living)
Michelle Garcia has been working for Access Living as the Latino Community Organizer since 2009 in which she took a personal interest, particularly that of educating and collaborating with the Latino community about disability rights and services. Through her work, she has had the opportunity to collaborate with other Latino groups and organizations that work within the Latino Community which has helped expand their knowledge about disability related issues. She is the coordinator of a Latino advocacy group called Cambiando Vidas, whose mission is to create social change within the Latino Community.
As a Community Organizer, she is responsible for increasing the number of Latino leaders with disabilities; as well as to raise awareness of disability issues such as: Immigration, Transportation, Civil Rights, and Self-Esteem within the Latino community; through organizing educational forums in different areas of the city with most Latino population, to educate Latinos with disabilities about disability rights and services. In 2016, Michelle, Cambiando Vidas, and UIC hosted a conference for Latinxs with Disabilities in Chicago at Access Living, from which there after CNLD was created. In 2017, Michelle and Cambiando Vidas members supported and participated in the 2nd National Conference for Latinxs with disabilities hosted by DREDF in Berkeley, CA.

Steven Monroy (Legislative Staff Attorney, Mexican American Legal Defense and Educational Fund)
Steven Monroy is a Legislative Staff Attorney with the Mexican American Legal Defense and Educational Fund in Chicago. MALDEF protects the rights of Latinos and other minority communities in the areas of employment, immigrants' rights, education, and political access. Steven advocates for legislation and policy on a state and local level. He also educates the public on civil rights and provides technical assistance to groups shaping policy. He graduated from Loyola University Chicago with degrees in Political Science, Criminal Justice, and Law.
